The AB 1482 regional table

The state cap is 5% plus your region’s consumer price index, never more than 10%. For increases taking effect August 1, 2026 – July 31, 2027. The cycle resets every August 1.

RegionCPI changeMaximum increase
Los Angeles – Long Beach – Anaheim (incl. Orange County)3.7%8.7%
San Francisco – Oakland – Hayward (East Bay)3.8%8.8%
San Diego – Carlsbad3.2%8.2%
Riverside – San Bernardino – Ontario3.1%8.1%
Western region (counties priced off the western index)3.5%8.5%
Anywhere else in California (statewide index)3.6%8.6%

The exemption is where California cases are won

Single-family homes and condos are exempt only if the owner is not a corporation, a REIT, or an LLC with a corporate member and you received the statutory exemption notice in writing. Miss either condition and the cap applies. Buildings first occupied within the last 15 years are exempt; owner-occupied duplexes are exempt; and a stricter city ordinance (Los Angeles, San Francisco, Oakland, Berkeley, San José, Santa Monica and more) beats the state number wherever it applies.

Manufactured-home lots

Mobilehome Residency Law: 90 days' notice for a lot-rent increase, and more than 100 cities and counties add their own park caps — the parks module routes you.

Own a manufactured home on a rented lot? California has a dedicated park file: lot-rent rules for California parks.
