Oregon’s cap is the lesser of 7% + CPI or 10%. With CPI at 2.5%, the published maximum for 2026 is 9.5% (ORS 90.324; the Department of Administrative Services publishes the next year’s figure each September). No increase at all in the first year of a tenancy, one per 12 months after that, 90 days’ notice — and buildings under 15 years old are exempt from the percentage, never from the notice.
Facilities with more than 30 spaces: a flat 6% cap (HB 3054, 2025). Smaller facilities follow the standard formula.
